Maybe it could be cool to have relearnable Extrasensory and Hex? Something like:

Timid set:
- Disable
- Heat Wave
- Hypnosis
- Extrasensory / Power swap

Modest set:
- Heat Wave
- Extrasensory
- Hex
- Hypnosis

Although I'm sure no way its getting an ok I just wanted to give a mention to a physical set I have once used. The power of Drought Flare Blitz is very surprising. Ninetales's attack isn't too far behind its SpA. Other than that though its coverage is pretty mediocre outside Psychic, Steel, and Normal.

Also I don't see Extrasensory being useful as it does have Psyshock. If we want a different EM on it I would consider Fire Spin as it could be useful to trap something which may be helpful in weather wars or setting up

Hex I see a little more useful though compared to Extrasensory as Ninetales does run Status so I wouldn't mind it seeing it there as +50BP over Dark Pulse is a good enough reason for relearnability.

Also perhaps consider a different HP for one of them? Darkfire and I have HP Ground on ours as it hits some of its counters and puts a stop to Heatran if you are using this in OU. Felt its definitely worth a mention especially since I believe HP Ice is very overdone and I do not see the need for two of them.

Both special sets were specially oriented, so I'm with Blue on trying a Physical set.

Agree with blue on every point but physical. It's physical move pool is really bad. I know it won't last anyway, but that is just begging for a counter to come in.

The final set, I think, should consist of hex, disable, hypnosis, and probably heat wave over fire spin on at least one set. The defensive set should have hex. One should also probably carry hp ground.

Also, is there any reason to have two of these? One seems sufficient with such nearly identical moves.

I'd keep 2 sets just to have different hidden powers.

And I forgot Ninetales gets other psychic moves, so forget Extrasensory.

I agree with Bunsel about physical, its movepool is just too terrible and it really doesn't have the stats to make up for it. If more people want physical though we'll have to choose between HP ice and ground for the special one.

How about:

Set 1
Nature: Timid
Hidden Power: Ice
Egg Moves:
- Disable
- Heat Wave
- Hypnosis
- Hex

Set 2
Nature: Modest
Hidden Power: Ground
Egg Moves:
- Fire Spin
- Heat Wave
- Hypnosis
- Hex

Honestly though the more I think about it the more I believe both sets should be Timid.

I'm okay with two special sets now since its special movepool outclasses its physical. Hex is also a level-up for Vulpix but in the absence of better egg moves, I guess we could include it.

I didn't realize at first that Fire Spin was not a "normal" egg move. I had a Vulpix parent with that move bred with Ditto. It was only afterwards that I noticed it didn't pass on.

I needed to rebreed the second set with two parents knowing Fire Spin.

This is finally done.
